Service-Disabled Veteran-Owned Small Business (SDVOSB) is an SBA certification. Set-asides are a buyer decision

Federal agencies may set aside acquisitions for SDVOSBs when SBA and FAR rules allow it. The contracting officer decides whether a particular requirement is set aside, competed, or purchased another way. An SDVOSB certification makes a firm eligible to be considered for that decision.
