Sourcing method
What Vendor-Neutral IT Procurement Means
Vendor-neutral should mean the requirement comes first and the brand comes second. In practice the phrase gets used as a slogan by firms that sell one logo. This page says what Liberty ChainGuard Consulting LLC means by it, which channels we will name on a quote, and when the honest answer is that we cannot source the product. It matches the sourcing channels page. If the two ever disagree, the channels page is the status record.
A working definition
A neutral procurement starts with the job: refresh twenty laptops, replace a firewall at one clinic, add backup storage, or license a piece of software the staff already named. The buyer writes what must be true at delivery. The quote desk then prices comparable ways to meet that list. Comparable means the same quantities, the same ship-to, the same term, and the same exclusions. A lower price that drops warranty, freight, or a required subscription is not a win. It is a different spec.
The output is a short comparison a purchasing officer can file. Each column names the product, the price we can support, the lead time, and the path behind the line: distributor account, vendor portal, or a partner quote. The reader can see who is motivated to sell which brand. Hiding that motivation is not neutrality. Labeling it is.
Liberty ChainGuard is an SBA-certified Service-Disabled Veteran-Owned Small Business (SDVOSB) established in 2025 in Ingleside. The desk is small on purpose. Owner Hobie Cunningham stays on the quote. We are building past performance and do not decorate comparisons with customer logos.
What the phrase does not mean
- It does not mean every manufacturer is a partner. Most are not.
- It does not mean we will find the lowest street price on the internet and call it a bid.
- It does not mean a brand you dislike is excluded before the requirement is written.
- It does not mean a brand you love is included when we have no way to place the order.
- It does not replace your purchasing manual, a cooperative contract, or a formal solicitation.
Small businesses run into the same trap as agencies. A single-vendor stack can be the right choice after a comparison. It is a weak choice when it is the only choice anyone was allowed to price. Neutrality is the comparison. Loyalty to one brand, when you choose it with your eyes open, is a separate decision.
Channels LCG will name on a quote
These are the relationships the live site stands behind. They are not equal, and the labels are the point.
- Fortinet: Engage Partner, Advocate level, Integrator track, partner ID FT-1674010. Commercial quotes, including firewalls, are fulfilled through the D&H account. Details are in the Fortinet quote-desk guide and on the partner page. Federal Partner status is not claimed.
- D&H Distributing: a distributor account for hardware, software, and cloud, and the fulfillment path for those Fortinet commercial quotes.
- TD SYNNEX: a distributor account and PartnerFirst quoting relationship for licensing, endpoints, cybersecurity, and cloud.
- Lenovo: Partner Hub enrollment, with training and certification in progress. Lenovo products on a quote are sourced through distributors, not held out as a finished certification.
- IBM: Partner Portal enrollment. Hobie Cunningham has completed watsonx, Guardium, and API Connect sales foundations on Credly and is building the Partner Plus path. That is coursework and portal access. It is not a claim that every IBM product can be transacted today.
- Wasabi: backup and archive use cases can be scoped and priced. A commercial partnership is still being evaluated. Do not read a price conversation as a partner announcement.
- Arrow and Carahsoft: distribution or public-sector marketplace routes we will discuss when a requirement fits. Ask before assuming a vehicle is available on your buy.
How to ask for a comparison
The request that produces a clean file is boring, which is what you want in purchasing. Use it for a city, a school, a clinic, or a ten-person shop.
- Describe the job in one paragraph, without a model number if you can help it.
- Separate must-haves from nice-to-haves. Must-haves become the spec. Nice-to-haves become notes.
- Give quantities, ship-to city, and the date you need them in hand.
- Name the incumbent brand if there is one, and say whether replacing it is allowed.
- Name the purchasing rule: informal quotes, a cooperative contract, a CMBL solicitation, or "we are not sure."
- Say how many options you want. Two careful columns beat five half-finished ones.
- Say who will read the package, so the writing matches a board packet or a small-business owner.
Our Texas IT procurement page is the service description. The three-quote checklist is the state-agency version of the same idea. Bring the constraint. We will not invent a contract vehicle to make a brand fit.
When neutral means we stop
A comparison that includes a column we cannot order is a brochure. If the brand, the license program, or the public contract is outside the channels above, that column stays off the page and the reason is one sentence. You can take that sentence to another reseller. You should.
The same rule applies to past performance. Established in 2025 means some solicitations will ask for references we do not have. The comparison can still be accurate on price and spec. The experience section stays empty until there is a delivered job. UEI RP1XYZMDYGC7 and CAGE 13ZA3 identify the firm. They do not impersonate a history.
Software and AI tools get the same treatment. A workflow recommendation can mention products we have studied, including IBM offerings tied to completed sales foundations, without pretending a reseller authorization exists. When the workflow needs seats, endpoints, or security products, those lines are priced through the channels on this page or they are left off. The AI integration page is the place for the workflow half of that conversation.
Questions we hear
- If you are a Fortinet partner, how can the quote be vendor-neutral?
- Neutrality is about the recommendation, not about having zero relationships. Fortinet is quoted when the requirement fits the Engage Partner path. If you ask for a comparison, other brands are priced only through channels LCG actually has, and Fortinet is labeled as a partner quote rather than hidden inside a 'neutral' table.
- Will you source any brand I name?
- No. We source through the distributor accounts and vendor portals listed on the partners page. If a brand or a contract vehicle is outside those channels, the quote says so. Naming a company on a website is not the same thing as being able to place the order.
- Is Wasabi a Liberty ChainGuard partner?
- No. Cloud storage, including Wasabi, can be scoped and priced while that commercial relationship is still being evaluated. The partners page says the same thing.
